Scarborough Muir Group (SMG) has submitted a Proposal of Application Notice (PAN) to Fife Council which will help to unlock the delivery of a major waterfront development in the Scottish town of Rosyth.

In total, the development – which aims both to promote the area as a diverse and broad based employment centre and to deliver an outstanding waterfront façade for Rosyth residents and visitors – is expected to create around 3,500 jobs and attract upwards of £500 million of new investment.

The submission of the PAN heralds the beginning of a lengthy public consultation period, expected to begin in earnest at some point during November 2015.

During the consultation phase, Scarborough Muir Group will frequently meet with members of the public in a series of workshop events, during which representatives of the developer will outline the four main elements of the proposed masterplan.

These elements include forming several employment areas to create a continuous business and industrial park around the waterfront and port area; constructing The Rosyth Gateway commercial zone on the eastern edge of the site; introducing the consumer-focused Waterfront destination to the area, complete with shops, cafés, bars, hotels, offices and apartments; and finally creating a new waterfront promenade which, as well as utilising natural and historical aspects, will provide access to the waterfront for 15,000 local residents.

Director of Scarborough Muir Group, William McAlister, revealed that the developer intends to submit a full planning application to Fife Council before spring 2016.

He says; “We are looking forward to working with the Council and the public over the next few months to deliver one of Scotland’s largest brownfield regeneration schemes.

“We are keen to hear the Rosyth and North Queensferry community’s aspirations for the site as it will be of huge significance for the local and surrounding areas, creating some 3,500 jobs, and completely transforming the landscape around the waterfront.”

Alex Rowley MSP continued; “The extensive site will be developed in the immediate future creating the much needed jobs for the local community and allowing the waterfront environment to be brought into use. I very much welcome the progress being made.”
