A blueprint published by ministers has admitted that Scotland is suffering a housing crisis. Thanks to the quickly expanding population of the country and the collapse of construction industry collapse during the credit crunch

Local authorities can be given the authority to augment council tax on the country’s 25,000 long-term empty homes, raising up to £130 million to construct low-cost houses.
